Phillip Island Boardriders Club Inc (PIBC) is an Incorporated Association registered with Consumer Affairs Victoria

We are governed by Surfing Australia and the National Sports Integrity Framework, and we also have local club policies as outlined below

These are all essential for maintaining a safe, inclusive, and successful Boardriders Club!



Participant & Member Declaration

In consideration of the Phillip Island Boardriders Club Inc (PIBC) accepting my application to participate in the program, below, I acknowledge, understand and agree that:

  1. PIBC for the purpose of this declaration means and includes the Supergroms and all PIBC events and activities, Surfing Victoria, World Surf League and all other affiliated state surfing associations and their respective directors, officers, member's servants or agents.

  2. Membership: If my membership, in any form designated by PIBC, including but not limited to social, family, under 18, over 18, single event or specialty, is accepted I will be permitted to participate in club events subject to my complying with the rules and regulations for the event, this declaration, and any reasonable direction issued by the PIBC or their representatives. I have read understood and agree to all PIBC declarations, rules, terms, policies and procedures. This declaration comprises and contract between PIBC and me and it is necessary for promoting and conducting PIBC events.

  3. Warning: Participating in the program can be inherently dangerous. I understand the nature and the requirements of the program and acknowledge that serious accidents can and often do happen which may result in me being seriously injured or even killed. I have voluntarily read and understood this warning and accept and assume the inherent risks in participating in the program. Insurance is in place through PIBC affiliation with Surfing Victoria and Surfing Australia, however I understand that this may not cover me for all injury, loss or damage sustained by me and I can, in my own interests, seek and obtain personal insurances over and above the cover provided.

  4. Physical Fitness: I must not participate in the program if I have any injury, disability, medical or health condition that may increase the risk of my becoming injured unless I have told the PIBC about it and they have authorised me to participate. I declare that I am physically and mentally fit and able to participate in the program and I will immediately notify the PIBC of any change to my fitness and ability to participate.

  5. Instructions: I will at all times comply with the instructions and safety procedures of the PIBC.

  6. Medical Treatment: If required, PIBC will arrange medical or hospital treatment (including ambulance transportation) for me. I authorise such actions being taken by PIBC and agree to meet all costs associated with such action.

  7. Exclusion of Liability: I acknowledge that where I am a consumer of recreational services, as defined by any relevant law, certain terms and rights usually implied into a contract for the supply of goods or services may be excluded. I acknowledge that these implied terms and rights and any liability of the PIBC flowing from them, are expressly excluded to the extent possible by law, by this declaration. To the extent of any liability arising, the liability of the PIBC will, at the discretion of the relevant organisation, be limited to the resupply of the services or payment of the cost of having the services supplied again.

  8. Release and Indemnity: My participation in the program is entirely at my own risk and I agree to:

    1. Release, indemnify and will keep indemnified, and forever discharge PIBC from all liability and claims that I may have or may have had but for this release arising from or in connection with my participation in the program to the extent permitted by law.

    2. Indemnify and hold harmless the PIBC to the extent permitted by law in respect to any claim by any person including but not only another participant in the program arising as a result of or in connection with any participation in the program.

  9. Prizes: at the conclusion of events, prizes or awards in any form, including but not limited to money, products or vouchers, will only be distributed or coordinated to be distributed at that event’s presentation night. If the presentation night does not occur for any reason, the prize may be collected at any other presentation night, including end of season presentation night, within the same competitive surfing season. PIBC will not hold any individual awarded a prize beyond 7 business days if prizes are unclaimed and not collected at the presentation night. Prizes in any form are distributed at the discretion of PIBC Committee and in the event of any inconsistency, PIBC Committee will make a decision by consensus vote on any decision related to a prize.

  10. Identity and Rights to Use Images: I acknowledge and understand that:

    1. Photographic and or visual images taken by PIBC of my participation in the program may be used for general promotion of the organiser's activities;

    2. consent to photographs, electronic images and video being taken of me during participation in the program;

    3. PIBC use of any visual images or video may be used for promotional or other purposes without further consent being obtained; and

    4. I consent to PIBC using my name, image, likeness and performance in PIBC events, at any time by any form, to promote PIBC.

  11. Privacy: I acknowledge and understand that:

    1. information provided by me via this website is necessary for the operation of the program;

    2. that the information will only be used for the objects of the PIBC and to provide me with information pertaining to the program;

    3. will only be provided to third parties to provide me with promotional material from PIBC sponsors and third parties

    4. that I will be able to access my information through the PIBC upon request;

    5. If the information is not provided I might not be permitted to participate in the program; and

    6. If I do not wish to receive promotional material from PIBC sponsors or third parties I must advise PIBC in writing.

  12. Prevailing Conditions: I acknowledge and agree that:

    1. PIBC events can and will be effected by the weather conditions;

    2. PIBC cannot control the weather and that weather conditions can change without warning;

    3. There is an element of “luck of the prevailing conditions” in undertaking PIBC events; and

    4. If PIBC events are cancelled due to weather or other ‘Act of God’ conditions or other factors beyond the control of PIBC, my membership fee shall be non-refundable in whole or in part.

  13. In this clause 6 "claims" means and includes any action, suit, proceeding, claim, demand, damage, penalty, cost or expense however arising (including negligence, trespass to the person or for breach of implied terms in the sale of services under s74 of the Trade Practices Act 1974 Cth and equivalent provisions contained in State sale of goods or fair trading legislation).


Competitor Code of Conduct

These are some rules that we would like all members to abide by. That way we have a smoothly run club, that everyone can enjoy.

  1. All competitors are required to judge the second heat following their own heat. This will allow the competitor 20 minutes to return to the judging area after their heat.

  2. Contributing to club judging ensures that the responsibility of judging is shared amongst all members. Judging is also a great way in learning more about what is involved in earning a good score, meeting other club members and understanding more about competition surfing.

  3. If for any reason a competing member is unable to judge, the head judge must be informed immediately so a replacement can be organised.

  4. PIBC follows Surfing Australia Competition rules. A copy of competition rules are available in the judging area or on the Surfing Australia website at www.surfingaustralia.com.au.

  5. If a competitor wishes to protest the outcome of a heat, wave score or priority decision, it must be done so to the PIBC Club Captain’s nominated escalation point. In no circumstances will storming the judging area be tolerated and this may result in disciplinary action.

  6. No free surfing in the contest area.

  7. At the conclusion of the heat there is to be no standing up once the red flag is displayed

  8. Competitors should continue wearing their rash vest until they reach the judging area.

  9. Respect your fellow competitor. Inappropriate language or behaviour will not be tolerated.

  10. Please take rubbish home with you

  11. Above all, respect your Beach


Social Media Policy

PIBC encourages active and open discussion on its social media platforms but to ensure everyone has an opportunity to engage with each other, a few guidelines have been developed.

  1. PIBC does not accept responsibility for external comment on it's social media accounts, as they are not always representative of the opinions of views of PIBC, nor does PIBC make any warranty to their accuracy.

  2. Posts on any social media platform may be blocked or deleted as determined by the PIBC committee's discretion if they contain:

    1. violent, obscene, profane, hateful, derogatory, racist or sexist language, links or images;

    2. information that may compromise the safety or security of the public;

    3. any discussion of promotion of behaviour that is unlawful;

    4. comments that threaten or defame any person or organisation;

    5. solicitations, advertisements, endorsements or spam;

    6. deliberate attempts to create uncertainty or distribute information regarding PIBC that is not factually correct;

    7. encouragement or glamorisation of the use of alcohol, tobacco or illegal drugs;

    8. multiple successive off-topic posts by a single user;

    9. repetitive posts copied and pasted or duplicated by single or multiple users;

    10. any other inappropriate content or comments as determined by the PIBC Committee.

  3. When interacting with PIBC, we request that you:

    1. exercise courtesy;

    2. do not copy any images or videos for commercial use without the express permission of PIBC;

    3. do not post your personal address of phone numbers;

    4. acknowledge that PIBC cannot check the accuracy of every post and does not take any responsibility for reliance on posts on any of our social media pages; and

    5. adhere to Facebook, Instagram, YouTube and Twitter Community standards

  4. By 'liking', ‘tagigng’ or 'commenting' on any of PIBC social media posts or pages you acknowledge the terms outlined above and agree to abide by them.

  5. Users who do not comply with these guidelines will be blocked from any of our social media pages at the discretion of the PIBC Committee and may result in disciplinary action if the user is a PIBC member.


Parents Code of Conduct

  1. You will place the emotional and physical well-being of the children above any desire to win;

  2. Be a role model of good sportsmanship and character and lead by example;

  3. Remember that the participation in surfing is for the children and their enjoyment and not the adults;

  4. Emphasise performance over outcome;

  5. Show appreciation for all coaches and volunteers who are donating time and energy into your children's surfing journey; and

  6. Encourage all children to participate and have fun with their friends.

  7. Follow the instructions of and respect any decisions made my PIBC agents, officials or judges regardless of outcome.


Spectators Code of Conduct

  1. Respect the decisions of officials, regardless of outcome;

  2. Ensure your behaviour at event sites is an example for our juniors, cadets and Supergroms;

  3. Not use any foul or abusive language or harass officials, spectators or other competitors;

  4. Not use any acts of violence against an official, spectator or competitor;

  5. Storm the judging tower under any circumstances;Violation of this code may see you ejected from the event site and promote disciplinary action if you are a PIBC member.

Junior Development Training (JDT) Terms and Conditions

JDT Program Outline: PIBC will use their best endeavours to facilitate filming within a ‘filming window’, which refers to a pre-specified time, date and location for which filming of surfing will occur, and ‘video analysis’, which refers a short-form critique of surfing clips for surfing improvement.

Participation: JDT Program is not a competitive surfing event in which PIBC has a permit and is not an official club event, therefore it is treated as filming and video analysis service only, meaning no standard of care extends to surfers who happen to be surfing at the time, date and location of the filming window. The filming window may change at short notice and is dependent on weather, conditions and availabilities of those involved.

Physical Fitness: Any member who surfs during the filming window, explicitly demonstrates that a surfer is physically and mentally fit and able to participate in the JDT and must not participate in the program if I have any injury, disability, medical or health condition that may increase the risk of my becoming injured.

Exclusion of Liability: I acknowledge that where I am a consumer of recreational services, as defined by any relevant law, certain terms and rights usually implied into a contract for the supply of goods or services may be excluded. I acknowledge that these implied terms and rights and any liability of the PIBC flowing from them, are expressly excluded to the extent possible by law, by this declaration. Release and Indemnity: Any surfer surfing in the filming window is doing so entirely at their own risk and agree to:

  1. Release, indemnify and will keep indemnified, and forever discharge PIBC from all liability and claims that I may have or may have had but for this release arising from or in connection with my the JDT to the extent permitted by law.

  2. Indemnify and hold harmless the PIBC to the extent permitted by law in respect to any claim by any person including but not only another participant in the JDT arising as a result of or in connection with the JDT.


Media Policy

PIBC take their brand and image extremely seriously and must protect it.

  1. All content on this website and the PIBC social media accounts are strictly copyright PIBC.

  2. Except as permitted by the copyright law applicable to you, you may not reproduce or communicate any of the content on this website, including files downloadable from this website, without the permission of the copyright owner, PIBC.

  3. Unless you're part of the PIBC Committee, as a PIBC Member you waive the right to express the opinions of the PIBC Committee or any other Committee Members' opinions to any form of media, including but not limited to:

    1. local, state or Federal papers;

    2. websites;

    3. Local, state or national radio broadcasts; and

    4. Social media commentators.

  4. If you are part of the PIBC Committee, you are only entitled to make statements to the media on behalf of the PIBC and committee after a content review and sign-off from the Committee, including the President, Vice President, Secretary and Treasurer.

  5. Any breach of this policy will result in the PIBC Member or PIBC Committee Member undergoing formal disciplinary proceedings.


PIBC Skate Ramp Terms and Conditions of Use

The PIBC Skate Ramp has been supplied as a surf training tool for members and as such carries a number of specific terms and conditions surrounding its use.

Express voluntary assumption of risk: Any User of the PIBC Skate Ramp in any capacity, will be engaging in activities involving a real risk of serious injury or even death from various causes including but not limited to equipment failure, accidents with other participants, spectators or weather conditions, or other causes. Users voluntarily accept all risks necessary flowing from their participation, which could result in loss of life or injury.

Liability release and indemnity: Users of PIBC skate ramp hereby release PIBC and all persons or corporations associated directly or indirectly with the conduct of activities from all claims, demands and proceedings arising our of their participation and hereby indemnify them against all liability (including liability for their negligence and the negligence of others) for all injury, loss or damage arising out of or connected with their participation in the activities. This release shall extend to and include PIBC and its committee members, partners, officers, agents, contractors, any club, organisation, volunteers, including medical and paramedical personnel and occupiers of the land on which the activities take place. This release and indemnity continues forever and binds the Users heirs, executors, and any personal representatives of any nature.

Equipment and facilities inspection: The User agrees that before they participate in the activities, they will independently inspect the related facilities and equipment. The User will immediately advise PIBC of any unsafe condition that they have observed. The User will refuse to participate in the activities until all unsafe conditions observed have been remedied. The User acknowledges that reasonable safety precautions are undertaken by PIBC and the ramp builders but such are a service to me and other participants and are not a surety of safety.

Protective equipment: Users hereby agree to supply and wear their own suitable helmet, shoes plus t-shirts and shorts as the minimum protective equipment necessary at all times while taking part in the activities.

Physical fitness: Users have independently assessed the activities and are physically fit to participate in the activities in which I have chosen to participate and have not been advised otherwise by a medical practitioner. I do not have any possibly relevant pre-existing medical or physical conditions, which have not been disclosed to PIBC.

Medical treatment: Users consent to receiving any medical treatment, eg first aid, that PIBC and its staff consider reasonably necessary during or after activities.

Personal Property: Users hereby acknowledge that they have the sole responsibility for their personal property during the activities. This includes specific sports property (skateboards, helmets, pads etc.) and other property brought to the PIBC clubrooms (cameras, bags, phones etc.). Any damage to this equipment at the venue, regardless of the cause, is solely the responsibility of the User.

Users acknowledge the terms and conditions of this document are contractual in nature, are intended to have legal effect and are not a mere warning or recital. PIBC is not responsible for a Users decision to participate in the activities and they were not induced by PIBC to doo so. Users acknowledge my use is not transferable to any other person. Users have read this document, understand its contents and use the PIBC Skate Ramp of their own free will.
